Human Resources

Human Resources at the corporate level is focused on activities which support the design and delivery of human resources programs and services across the Partners network. At the affiliate level, the human resources function is staffed with strong human resources leaders who enjoy local support and are aligned with the affiliate’s goals and culture, and who also work collaboratively with their Human Resources colleagues across the system.

As the Partners network has expanded and grown in complexity, so, too, has the breadth and depth of services provided to the affiliates by the core corporate specialty areas.

Staff from the core functional areas serve, in many cases, as “internal consultants” who work collaboratively with the affiliate HR staff and senior management to provide infrastructural support to meet the affiliates’ immediate and changing needs. The core specialty/functional HR departments provide a high level of direct services to the entities.

Here are some of the functions within the Human Resources Department, to give you an idea of the range of work that we do in support of our integrated health network:


Employee and Labor Relations
The staff of the Employee and Labor Relations Department provides consulting and advisory support to the Human Resources departments of Partners and its affiliates as well as to individual supervisors and employees. The department’s goal is to ensure fair and equal treatment of all employees with a view towards helping managers deal with issues before they become major problems.

HR Administration
HR Administration is responsible for providing overall direction to many central functional specialty units which support a myriad of HR customers. These areas include benefits, child care services, compensation, the employee assistance program, human resources information systems, the international office, the occupational health service, and processing/records management.

Entity HR team
The services provided by Human Resources Entity teams are structured around a Generalist model. Generalists, serving as Human Resources consultants, provide front-line Human Resource services to employees with staff from specialty areas such as Staffing and Organizational Development and training.

Compensation
Corporate Compensation provides consulting services to HR generalists at all Partners’ affiliates. Responsibilities include the design and implementation of wage programs, design for consolidated departments, market analyses, interpretation of laws, and oversight of performance management programs. Compensation also creates and maintains formal salary range and job code structures.

Processing/Records Management
The HR Processing and Records Management area is primarily responsible for completing a variety of payroll-related transactions for Brigham and Women’s Hospital, Massachusetts General Hospital, and Partners Corporate.

Professional Staff Benefits
The Professional Staff Benefits Office (PSBO) provides close support to the clinical, research and medical administrative services through the development and administration of cost effective and high quality benefits programs specifically designed to the interests and needs of more than 1,200 physicians and PhDs. The PSBO administers the health, dental, life, and long-term disability insurance and the retirement programs. The office also serves as the administrative office for malpractice insurance for residents, fellows and staff.

Worker’s Compensation
The Workers’ Compensation Division provides outreach and support to employees who have sustained an occupational injury or illness and to their supervisors.  Workers' Compensation Division staff members provide their expertise to ensure employees are provided with support, including appropriate workers’ compensation benefits.

Benefits
The Partners Benefits Office serves more than 45,000 employees in 18 entities throughout Partners HealthCare. Primary areas of responsibility include handling customer service inquiries for plan participants and their families; the design and implementation of new benefits plans; educational/informational benefits presentations; and one-on-one counseling on benefits-related matters for all employees.

In addition, Benefits is responsible for processing benefit claims; financial monitoring; reviewing legislative or regulatory changes affecting benefits; and the management of vendor contracts.

Employee Programs
The Partners Employee Programs department is responsible for developing and managing numerous Partners Corporate and system-wide employee programs that support and enhance the Partners identity throughout all Partners entities.

Reaching across Partners, Employee Programs manages several employee recognition programs, special programs and employee communication initiatives.

Partners International Office
Partners Office for International Staff, Scholars and Students (PIO) monitors the hospitals’ compliance with complex labor and immigration related regulations and laws, and provides immigration services to international staff at Partners’ affiliates.

HRIS
The Human Resources Information Systems (HRIS) corporate consulting team is responsible for the design and implementation of new HR systems and the enhancement of existing applications. HRIS provides systems support to a myriad of electronic information systems, most notably Oracle/PeopleSoft and Kronos. Systems support includes implementations, conversions, configuration, interfaces, reports, production support, training, system fixes, and upgrades. The group also provides support for both software and hardware purchases and file storage issues.

Child Care Services
Partners Child Care Services provide high-quality, developmentally appropriate child care options to benefits-eligible employees of Partners HealthCare.

Services include:

  • Traditional child care services for children Infant through Preschool age at the MGH Children's Center and IHP Children's Quarters
  • Backup child care services for children Infant through 12 years of age at the MGH Backup Center and BWH Backup Center
  • In-home backup child care through a contract with Parents in a Pinch
  • Information and referral services offered in collaboration with Partners Employee Assistance Program (EAP)
  • Priority enrollment at Children’s Corner at Newton Wellesley Hospital, North End Children's Center, and McLean Child Care Center


Occupational Health
The Occupational Health Service (OHS) provides occupational health care to the Partners HealthCare System workforce to protect and promote the health, safety and well-being of employees and the work environment. Services include pre-placement screenings; vaccinations; evaluation and treatment of work-related injuries and exposures; “fitness for duty” assessments; return-to-work clearances; and worksite evaluations.

Employee Assistance Program
The Employee Assistance Program (EAP) is a workplace-based consultation, short-term counseling, information and referral program for employees and their families. The EAP offers assistance with all types of personal, family or work-related problems. The EAP provides consultation and training to the workplace regarding the impact and resolution of behavioral/mental health and productivity problems; and it provides consultation and crisis intervention to workgroups.

Workforce Development
Partners’ Career and Workforce Development initiatives focus on developing pipelines for community residents and incumbent workers. A creative collaboration between Human Resources and Community Benefit, these initiatives provide both economic opportunity for participants through opportunities for skill development and career advancement and respond to Partners’ needs for a skilled, diverse, and stable workforce.

Organizational Development & Training
The Partners HealthCare Organizational Development &Training Department helps Partners employees at all levels to work well with their teams, their peers across the organization, and their customers to support the greater mission of Partners care providers.

Temporary Services
The Bulfinch Temporary Service places highly skilled temporary employees whose diversity, energy and positive attitudes have helped countless departments meet their commitment to quality patient care, research and administration. Staffing Specialists and Sr. HR assistants oversee the temporary job placements and handle a variety of HR related tasks.

Partners Recruitment Support Services
Partners Recruitment Support Services provide system support to applicants, recruiters and managers throughout the recruitment process, and provide compliance activity support to the Partners' affiliates.
